**Motion rules**: CHT is a utilitarian portal; motion is functional and imperceptible rather than expressive. Hero carousels auto-advance at a slow, non-disorienting rate. Sub-nav panels slide in at `motion-standard / ease-enter`. No bounce, spring, or playful physics — the system's credibility depends on calm, predictable behavior. Under `prefers-reduced-motion: reduce`, all transitions collapse to instant; all functionality remains intact.
